Annual Congress of Regional Justice Reform Councils was held in Kyiv on March 26th , 2019

The EU Project “Pravo-Justice” has formed Regional Justice Reform Councils in Chernivtsi, Dnipro, Kharkiv, Lviv, Odesa regions and Donbas, which contribute to policy-making in judicial reform at the local level.

Active colleagues from the regions of Ukraine took part in the event, in particular: Roksolana Kostur, attorney, partner of the Matviyiv & Partners, Head of the UBA Branch in Lviv Region; Roman Chumak, Head of the UBA Branch in Kharkiv region; Oleksii Savchuk, Head of the UBA Branch in Dnipro Region. Serhiy Matviyiv, managing partner of Matviyiv & Partners, also visited the congress.

Lawyers came together for the first time at the Annual Congress of Regional Justice Reform Councils in Kyiv on March 26th , 2019. They joined to the discussions on the results of work and plans for the future within the Regional Councils.

The first topic of the discussion was “Measures of RJRC, gained experience and challenges ahead”

Roksolana Kostur, representative of the Lviv RJRC, shared her experience. Mrs. Roksolana emphasized that a positive change was the establishment of feedback between the center, the region and the courts. Due to this information exchange, the region has an opportunity to respond promptly to all inquiries and offers. In addition, the likelihood that  thoughts of entities of different levels will be taken into account when making decisions has increased significantly.

An important area of ​​activity of the Lviv Regional Council is monitoring of the regulation of the norms of the procedural codes, after all the courts of the 1st and 2nd instances and the parties to the trial are the primary consumers of the changed norms. Therefore, in their belief, the feedback is extremely important.

The annual congress has helped launch a constructive dialogue between regional justice reform councils and decision-makers. The main boards of councils presented their first initiatives, which included monitoring of the introduction of procedural codes, the development of the service of private performers, and the implementation of the new Code on Bankruptcy.
